思路分析：

本题问的是‘有人认为所有罪犯都应该被送进监狱，其他人认为对于罪行很轻的人应该有更好的方法，比如让他们做社区服务’，很明显倾向于后者更好写一些，因为二段有一个绝对词all，不太客观。本文二段说了送进监狱的一些好处，但三段开头马上反驳但是不是所有的罪犯都应该关押服刑，对于轻微犯罪的人来说，做社区服务首先减轻了政府在监狱的投资，另外罪犯本人会觉得得到宽大处理进而感激社会，且不会跟社会脱节，另外对于青少年罪犯更应该慎重对待，送进监狱会影响他们的未来。
